Hey LDS,

The Windows operating systems themselves do not have any ability to design or configure an FPGA. Windows 7 is a supported operating system for the Xilinx FPGA tools, such as ISE or Vivado. Either program can be used for design and configuration of a 7 series FPGA (ISE 14.7, or any Vivado version).

 

Just go to the Xilinx site and choose which software you would like to use, though I would recommend the latest version of Vivado. Xilinx also has an instructional installation video as well as an installation and licencing guide for either. Let me know if you have any more questions.
