HS3 JTAG cable not recognized as Programming Cable in Windows 10 Professional.

Question

Last week I ordered and received a Digilent HS3 JTAG cable.
I can't get my PC to recognize it. I scanned this forum and noticed other people had quite similar issues with HS2/HS3 cables.
Some, but not all, were able to  have this resolved. After trying all the suggestions, I still can't get it to work.
Here's more information, and what I've done that brought me closest to a solution (I think).

- I have tried everything below on both a PC and a Laptop, both running Windows 10 Professional, with the same results.
- I have the Xilinx SDK 18.2 installed and have created a working Hello World app for a Microzed 7010 board for which I used a Xilinx Platform Cable. Since I have to return that platform cable, I purchased the HS3.
- I recently also installed Xilinx Vitis which included Vivado 2020.1.
- When I plug in the HS3 cable Device Manager shows it as 'USB Serial Converter' under 'USB Serial Bus Controllers'.
- Based on various suggestions I then do the following:
- In Device Manager, I right click that 'USB Serial Converter' and click 'Uninstall device', where I DO check the box 'Delete the driver software for this device'.
- Then I run (as admin) 'D:\Xilinx\Vivado\2020.1\data\xicom\cable_drivers\nt64\install_drivers_wrapper.bat'
- The install_drivers_wrapper.log files shows the following:

windrvr6 is not installed (this is expected for Windows 10 and later)

- Then in Device Manager, I click Action->Scan for hardware changes, and under 'Other devices' appears 'Digilent USB Device' with an exclamation mark in front of it. Usually it sits there for a few seconds, and then it disappears and shows up again as 'USB Serial Converter'.
- The last time I did this, it did NOT revert back to USB Serial Converter, and when I checked its properties it said:

The drivers for this device are not installed. (Code 28)
There are no compatible drivers for this device.
To find a driver for this device, click Update Driver.

- Updating the driver finds no suitable driver.
- And that's where I'm at now: an unrecognized HS3 cable.

Any suggestions are welcome!
