How to access JTAG registers from Windows command

Hi,

I'm trying to figure out a way to access internal JTAG registers inside of CPU core from Windows based Debugger.

Here is my hardware setup.

Debugger -> Digilent JTAG-HS2 Cable -> In-house FPGA board (CPU core is programmed inside of this board)

I can communicate with the CPU inside of FPGA board using JTAG-HS2 cable from the Debugger like displaying cpu registers, memory, variables, breakpoints, etc.

Now, I need to access also JTAG registers inside of CPU in order to configure some diagnostic settings from Debugger.

I was told I need to modify and re-build Digilent JTAG driver to access these JTAG registers using Digilent Adept SDK tool.

Is there already some kind of command utility or Windows command available for me to use to be able to access JTAG registers without going through the process of building JTAG driver?
