After looking at the apis provided by dmgr.lib, it is clear that we need to pass a device name and open interface prior to accessing JTAG apis. You can use the name like "JtagHs2" or you can use the DmgrEnumDevicesEx to discover the connected devices then use the Dvc.szConn to open.
