If want to use C based code for a Pmod LED, I would recommend taking a look at the Getting Started with Digilent Pmod IPs and use the Pmod GPIO IP core which will provide control for the Pmod LED. It is possible to do it without using the Pmod IP, but you would then be writing your own AXI implementation. At that point, it would be easier to control a Pmod LED through HDL which realistically would also be an easier approach than using C code if you are just looking to set the correct IO pins high and low.
