Unfortunately I think this is a problem that you'll have to ask Xilinx about. Have you tried getting in touch with them? I do not think that we have created any board files for ISE. We only started supporting board files in Vivado 2014.1 and onwards. If you can send me the board definitions file for another board, I can do my best to make one for the Basys3.
