Your demo page: https://reference.digilentinc.com/learn/programmable-logic/tutorials/arty-general-io-demo/start indicates that the speed of the serial port is 9600, which on the Arty-A7-35 is 115200. The project works with the default setting with Tera Term which is 9600 baud rate. I have attached screen shots below.
