The Vivado IP Catalog includes an IP block called "Binary Counter" which has several configuration options available to meet the needs of your design.

If you are interested in specific examples of code, there are many sources available for implementing a counter in Verilog or VHDL. You may find some of the educational material we have available helpful to you if you are trying to learn how a component like a counter works. One of the modules on our learn.digilentinc.com site give a brief introduction to the operation of an 8-bit counter, along with a bit of sample behavioral code in Verilog, which can pretty easily be translated into VHDL if that is what you're looking to do.
